He did. Education being one of the changes instead of work. Not that it was a bad thing. Until people figured out they could spend ten years getting a 2 year degree and collecting the whole time.

No, you really cannot. You need to prove you are spending 30 hours a week of education and work. Because schools are closed so often, that means you usually have to spend some time working. If you the hours you spend on education do not count towards a degree, you are dropped immediately. So you have to get a two years degree in about two years. There really is no way to spend 15,600 hours(10 years of 30 hour weeks) getting a two year degree.

There is no magic way out of this.
