In my opinion, that is far, too subjective of a question to accurately answer.

Ask ten Americans at random what makes a bad POTUS?
And I bet you will get at least 6 or 7 different answers.
It's like judging what is good or bad art...it's too subjective to decide statistically or scientifically.

Also, there are TONS of things that happened long ago - that we do not know about.
    And may never, know about.
Things that various POTUS's did or did not do.
That if we knew about them - might drastically change are opinions.
Without complete information - one cannot make a complete judgement.

Additionally, POTUS's are scrutinized, INCREDIBLY more so than they used to be.
The internet has made every, single thing ANY POTUS does?
    Put under microscopic scrutiny.
Whereas it is common knowledge that the press simply stayed away from many things POTUS's said and did...long ago.

Finally, I think voters blame politicians too much.
And do not blame themselves NEARLY enough.
The voters put these people in office.
The voters MUST take much of the responsibility for what these people do/did.

Judging 'who is the worst POTUS' since 1789?
Imo, it cannot be done accurately.

It can be done, but if you want it to be halfway quantified and statistical, you need to ignore historian's methods for doing so.

What you do is a repeated heap sort algorithm.

You can select a broad range of categories of performance like economy, war, social, political, etc., and rate them initially on a binary scale of worse or better (0 or 1).

You then refine this several times rerunning the algorithm.

It will return a reasonable stacked rating of presidents.

No, I'm not going to do it because I have other projects in the pipeline and don't have the time. Historians almost entirely won't do it because they aren't trained or skilled to think this way (I'm a rare crossover being an engineer and historian and focused mostly on technical topics related to war).
