They haven't even arrested him, so it is impossible to know whether he will one day be prosecuted for a hate crime. Currently, it does not look like a hate crime. It is a severe attack, so a hate crime would not add any real time, so it really is not important.

Not according to the article you posted. The first two paragraphs of the article say he is being "sought"(not arrested), and was charged in a "not-in-custody warrant"(not arrested).

He is looking at 10 years when arrested. I doubt he is going to avoid being arrested. Hate crime additions would get him up to 10 years, but he is already there, so who cares.
