The protesters didn’t have to obtain a ticket from an administrating entity in order to protest, the event they attend wasn’t advertised ahead of time, nor was it carefully planned out or designed to be entertaining. Trump’s rally is all of the above and more

And did any of Trump’s prior rallies require a release form? Your pool does cause they recognize the danger, but whoever requires that form isn’t the President of the United States, the leader who isn’t suppose to purposely place Americans in situations he knows is dangerous, and to make mattes worse, lies to them by telling them the virus that the release form cover is “dying out”
