The USMC regulations do not ban history books. This was explained in the OP. Read a summary of the promulgated regulation, and then consider how retarded your question was.

It has been used by white supremacists as a symbol of racial intimidation for decades. The USMC is just belatedly getting around to banning this symbol of racism.

Confederate States of America (CSA) claimed to be separate nation, and they took up arms to kill American soldiers serving under the stars and stripes. CSA was an enemy nation.
You are allowed to have as many Nazi and Confederate flags as you want on your private property. Just don't expect employers to allow you to dislay them on their property, and do not expect to have a right to display symbols of enemy nations on taxpayer-owned public commons.
