You never shoot to kill, you shoot to stop the threat, and the most effective way to do that is center mass placement. Tazers are ineffective much of the time, and should never be used in a deadly force encounter, in my opinion. So, I disagree completely with your assessment. Non lethal measures should never be used in a deadly force encounter. There may be the occasional rare instance where it can be pulled off, but I wouldn't recommend instituting it as SOP, unless the goal is to get officers maimed and killed.

2. Tazers are escalation from a knife (unless advancing) cops signed up for a dangerous job, right now the job isn't as dangerous as being a garbage man.
3. if there is an uptick in officer deaths if this were implemented I would change my mind but shooting someone with a knife who is 30 feet away is not appropriate imo.

I was watching a PD show, and a black man was over a black women with a knife. Cops yelled stop, and he said shoot me. And began stabbing the woman. Cops open fire and saved the women's life.
If sleepy Joe was in charge they would shoot this guy in the leg, and the black women would be dead!

Most cops can't put their tazer away, and draw their service weapon quickly enough. Now, if you have enough personnel on hand it may be a different story, but even then things don't always go well. There's a video, I'll see if I can find it later if I have time, where a knife-wielding attacker was surrounded by police who deployed bean bags, taser, etc, who still managed to grab an innocent bystander and stab her to death.

Anecdotals don't really help, I can find just as many opposite cases. statistics are needed, how do we get that? Change the ROE like we did in Iraq, Obama's ROE was an abysmal failure so we changed it.
as for putting tazer away and drawing weapon, that's risk of the job as well as training as well as if there is backup, yes, one on one, I can see the need to use a firearm over a taser, but if there are like 20 officers there and the guy is not advancing shooting him is innapropriate. even if just two officers were there.
When I was growing up, police said halt and fired a warning shot. It stopped people. If they had to shoot again, they went for hurting them .not killing them. Now, police empty their guns into potential criminals. The cops I knew said it eliminated the countering information. The incident is what the cops say it is.
