I'll assure you "Shooting to Kill" is not a tactic intended of Police Departments across America and I'll tell you why. First of all, suspects are taken into custody and are interrogated for information leading to more arrests, and often times used as valuable witnesses to other crimes. 2ndly, Police Departments never want to risk having to pay millions of dollars in wrongful death lawsuits.
It is the tactic of racially corrupted Police Departments across America, that use "Shoot to kill" as a tactic to cover up their own racist and corrupt agendas.
