The correct question is who is paying the highest percentage of their non-discretionary income in taxes. Since the rich pay 0% of that, you have your answer. The less money you make, the more of your non-discretionary income is taxed.

My post is not about effective tax rate but the percentage of all federal income taxes paid by each income group by quintile.

Second 20%: 9.2%
Third 20%: 14.0%
Fourth 20%: 17.9%
Top 20%: 26.7%
