We hire Police to Patrol the Community and maintain the laws.
The Police asking anyone for their ID seems reasonable to me.
The Police stepping on my neck after I'm handcuffed and on the ground seems unreasonable.
See the difference?
Let's say you hire a Carpenter to replace your front door. And he asks "What's the width?".
Do you say "Why do you want to know?".
If the cop has a legitimate reason it should be no problem to say the reason. If a cop walked up to me and without any explanation asked to see ID, and I gave it to him, and then he handed it back and walked away, I'd be suspicious. And would probably contact his captain for an explanation.
