What I saw of the Video was the Police doing their Job. After the 5 minutes of jibber-jabber, the Police handcuffed the guy, checked his Identification, and released him.
The Police have a Job to do. You can cooperate with them in doing their Job, or you can be an asshole ... like the guy in the Video.

Yep. Most people have ID. Everybody with a car has a Drivers License on them. I don't think you are legally required to have an ID on you, but it's probably a lot better if you do.
I can understand why somebody with a Warrant might not have ID on them. I can understand why a person with a Warrant might claim a different name. Having an ID might save you from going to the Jail and getting fingerprinted and Mug shot.
