Second...trump isn't capable of empathy. His staff tried repeatedly to force him to deliver a compassionate address. He refused. As an actor who played a billionaire on t.v, you would think that he could, at the very least, feign compassion. He can't.
In 2014, Obama set up a Fed task force to aid in community policing. They were tasked with finding ways to get police to interact with the communities they serve.
In July of 2017, trump instructed cops to avoid being so gentle with suspects. Two months later, he did away with Obama's task force, and implemented stricter measures for dealing with protests.
