First off I am not condoning what happened that day. I am simply trying to explain what I remember and the most likely cause.

That is exactly what happened. You had young poorly trained National Guard troops in a situation they had not been trained to handle. The real fault lies in the Col. telling his troops to lock and load. That should never have happened.

Sorry if I was misleading: I fully support shooting looters. What I don't condone is putting innocent people act risk in an effort to shoot a looter. Experienced hunters and military personnel alike know to not shoot blindly into anything since doing so may result in killing an innocent person.
