When we were having our underage (and of age) barrel parties, one of the town cops would drive down and shoot the shit with us for a while, and leave by just saying be careful on our way home and don't do anything stupid. He didn't want to take anyone to jail or the hospital.
Now, cops want to raid every beer party, beat the party goers into submission and haul them to jail. What has changed? Why?
Don't get me wrong, most law enforcement isn't bad, but why are there more who take their authority further than those past?

Damn that pesky constitution keeps getting in the way. States are responsible for policing their own law enforcement agencies NOT the federal government. The only exception is if federal laws are being broken. You bring up civil rights laws but it seems funny only when people of color are involved, why is that?

The kneeling is done during the national anthem and the flag display. A lot of good men and women have died for that flag and that anthem and what they represent.

That technique is actually pretty common. And cops are taught that if you can talk you can breathe. That being said, if the guy was in cuffs, that knee shouldn’t have been on his neck.
