That's what mail voting is all about. Absentee ballots are the tools of choice for election fraud because they are voted without the supervision of election officials, making it easier to steal, forge, or alter them, as well as to intimidate voters. These things coupled with things like legal vote harvesting (where folks not associated to official election offices are allowed to "harvest" (threaten) votes from folks who apparently find it too difficult to mail a letter) and lawsuits where signature checks are "not good enough" where they attempt to say that no ballot could possibly be checked against the roles or signatures (above link to one such lawsuit in Michigan), pretty much make it so they can fill out ballots, slap a fake sig on them, call it "harvested" and steal an election with no legal way to even show that it happened as signature checks, etc. would not be allowed.
Shoot, my stepfather who died many years ago still gets ballots. Just voting for dead people would be enough to change many elections.
This along with stories where ballots are suddenly "found" in some woman's car just in time to change the election result make anybody who actually wants fair elections to want to avoid solely mail in balloting anywhere.
