I am so glad you asked this question. I have bolded the key word which is ESTIMATES. It is scientifically inaccurate to compare percentages calculated off of estimated infections with confirmed infections.
If you look at the CDC website, you will find that there are about 1.2 million people tested for Influenza A and B and there are 242,300 who test positive or about 20%. That means that 80% of people who are sick and tested for flu have some other virus. Think about that for a second.
So when you divide 24,000 confirmed deaths by 243,300 confirmed tests you get a mortality rate of 9.9%
If you want to do an apples to apples comparison the CDC would have to do an estimate of those think have already had COVID19 like they do for influenza.

Patients who have been tested for SARS-CoV-2 [COVID-19] are disproportionately those with severe symptoms and bad outcomes. Selection bias may even worsen in the near future.
The one situation where an entire, closed population was tested was the Diamond Princess cruise ship and its quarantine passengers. The case fatality rate there was 1.0%, but this was a largely elderly population, in which the death rate from Covid-19 is much higher.

Consider the complicating factors when trying to project that one cruise ship’s mortality rate “onto the age structure of the U.S. population”: It’s based on seven deaths, in a population (tourists) that “may have different frequencies of chronic diseases” than the general population.
The “reasonable estimates” for the general population range from 0.05 percent to 1 percent (the elderly tourist cruise line death rate), Ioannidis writes: "A population-wide case fatality rate of 0.05% is lower than seasonal influenza. If that is the true rate, locking down the world with potentially tremendous social and financial consequences may be totally irrational. It’s like an elephant being attacked by a house cat".

On that same day, the Senate voted on the production of additional documents in the impeachment trial of President Trump. Campaigning in Iowa that day, DEMOCRAT Pedo Joe Biden criticized President Trump’s China travel ban, saying, “This is no time for Donald Trump’s record of hysteria and xenophobia.”
Feb. 4: The White House directed the U.S. Food and Drug Administration to step up coronavirus diagnostic testing procedures.
Feb. 5: Rod Rosenstein's sister, Dr. Nancy Messonnier, issued a public statement saying, “While we continue to believe the immediate risk of 2019nCoV exposure to the general public is low, CDC is undertaking measures to help keep that risk low.”
Feb. 18: Rod Rosenstein's sister, Dr. Nancy Messonnier, reaffirmed that the “risk to Americans from coronavirus is low.”
Feb. 20: The Trump administration raised travel warnings to their highest level for Japan and South Korea.
Fe. 26: The first case of suspected local transmission in the United States was announced by Rod Rosenstein's sister, Dr. Nancy Messonnier, of the CDC.
That same day, President Trump named Vice President Pence to lead the Coronavirus Task Force. The next day, Feb. 27, Pence named Dr. Deborah Birx to serve as the White House Coronavirus Response Coordinator.
Feb. 29: The first death from the coronavirus was recorded in the United States.
On that date, President Trump halted travel with Iran.
March 11: The WHO declared coronavirus a worldwide pandemic.
The next day, on March 12, President Trump imposed travel restrictions on Europe and other international hotspots. Then, on March 13, President Trump declared a national emergency.
