What am I missing. The cap is like $10K. You don't hit that on $300K home. It does hit people on homes like $800K+, unless you consider that middle class.

It also provided the State the ability to increase tax proportionately on the rich meaning more revenue for programs that benefited all income levels

The other states were subsidizing the high tax states because they got to deduct those high taxes from their federal income tax.
