I believe Wilson was busy fighting a World War, and he actually caught the flu

I'd say he left it up to the medical community, and I'd guess heir miscalculations were probably to blame afterwards, although the excitement of the war ending was probably center to most Americans

Difference is medicine/science has come a long way since then, we don't bleed people anymore, and to downplay their input in fear of losing politically results in responsibility
