Bloomberg inherited s/f from Giuliani. Still...it doesn't give him an excuse for not correcting the problem, let alone defending it.
Bloomberg was hated in NY. He instructed cops to increase parking tickets throughout the city. It was such a mess, the issue was being written in to prime time t.v shows that took place in NY.
