They were trying to stop almost everyone coming in... He had an appeal & was denied entry from Canada to Vermont the day before the act was to go into law..
I don't know any more than that-as to cause.. 1924 was on top of 1917 which put in restrictions to literacy, job etc..

I'm not sure I want violent criminals deported. Many of those who have committed violent crimes have been deported 4-5 times and re-entered the country and killed someone. Put them in prison.
