    PoliTalker, It’s my belief if the rules of each congressional chamber required a formal response to every bill passed on to them from the other chamber, the house resolutions in both presidents’ Clinton and Trump’s cases would have been censure rather than impeachment resolutions. In both cases, because it would require the U.S. Senate's formal responses, censure would have been of no less embarrassment to the presidents' and their political parties. Respectfully, Supposn
