Given McGhan's subpoena is already over nine months in the Courts subpoenaing Bolton would have been fruitless, and certainly wouldn't have addressed the real possibility that Trump was soliciting foreign aid in the upcoming election

Having Bolton come in and testify would be fun for the Democrats and it would harm the President, but even better is to be able to hammer the Republicans as not being able to stand up to a rogue President Trump* and how they are behaving as a rubber stamp hiding the evidence from the American voter.
