When a state of emergency is enacted all resources are available to the governor and a contingency plan is enacted, but it does not mean the governor will utilize these agencies, but they are at the ready if the governor finds the emergency warrants their use. It was not necessary in the case of West Virginia, but believe me, the National was ready if called.
