For the purposes of collecting taxes, yes. Congress created the IRS. Congress owns the IRS. Congress can destroy the IRS anytime they want to. Congress determines the taxes the IRS is going to collect. They have the President manage it, just like any other agency. Did you know that Congress can create agencies to assist in it's constitutionally enumerated powers?

Quite true. It doesn't say 'Federal Aviation Administration' or 'Federal Communications Commission' either, yet both are constitutional in their creation. Congress is allowed to set standards for things like what frequencies are used for what service, what altitudes aircraft fly at when heading certain directions, screw thread pitch, etc.
It doesn't say 'Patent office' either, even though Congress was specifically directed to protect innovation through the use of patents. Nor does it say U.S. Mint, even though Congress is specifically given the authority to set the value of coin against silver and gold.
Don't see where it says 'CIA' or 'FBI' either, even though Congress is specifically charged with protecting the United States, or U.S. Border Patrol, even though Congress is specifically charged with protecting the borders of our country (part of that guarantee of a republican form of government thing).
