    Considering NY and NJ, there aren't many successful GOP politicians, a few, mostly in rural areas, but they usually are more moderate or even liberal compared to the national GOP

    Delaware has 1, and it's a Democrat
    Maryland has 8, but only 1 Republican

    Pennsylvania is balanced 50-50, but Pennsylvania is a gerrymandered state. Even with the gerrymander, the GOP still can't achieve majority in the delegation.
