We've been reducing it for years. Look at the difference in automobile emissions from the early 70's compared to today. In fact, the US leads the world in reducing carbon emissions.
Liberals will say California's strict laws prompted this, but nearly all Americans have been using much less energy than in the past. However, no nation will ever become independent of fossil fuels.
