They clearly do NOT violate the constitution though they do violate The Voting Rights Act of 1965. That is just a law and can be changed by congress at any time.
It seems like common sense to insist voters be literate.
People who say literacy tests are RACIST need to ask themselves - Do you really want to admit blacks are illiterate? Nearly all blacks are of course, but do you want to admit it?

Our schools are a joke but that is not the problem. Most blacks and hispanic injuns have IQs under 75 and cannot be taught to read no matter what. If a dog lived a thousand years and we spent 8 hours a day trying to teach it to read, we would fail.

I worked for one who couldn't read when I was in HS. He owned a lawncare business and retired early and moved to Florida.
I also worked with one in a fabrication shop who couldn't read, but he could read a tape measure. He ran a metal shear most of his working life and owned 3 properties and a cabin.
Common sense is not a gift, it's a punishment because you have to deal with everyone who doesn't have it.
