They shot it down, and it doesn't happen if Trump* does not kill Soleimani with his optional, non-imminent assassination.
It may have been a mistake by Iran to shoot the jet, but the act of the person who shot it was an intentional act to shoot a jet.

So the causal chain is seamless. Trump is a but for cause of 176 dead civilians. Foreseeable blowback. It is foreseeable for soldiers on hair trigger
to bomb a jet in theater intentionally (or by mistake -fog of war) while it is shooting multiple others at US bases. And the war footing of Iran
after the assassination is foreseeable. Because Iran easily can expect US to respond to the missile attacks on bases. So some idiot sees a jet and thinks its US.

All this doesn't mean Iran is not responsible, it means it does not happen if Trump does not kill Soleimani. So
it means this was a cost of the assassination operation, in the cost benefit analysis. It is fallout from the go decision.
