He doesn't have to. The House does not have authority to subpoena anyone. They have to get a court to do that. The Senate, however, IS such a court for impeachment trial purposes, and DOES have the power of subpoena for that trial.

The extortion was denial of military aid and a show of access to the president of the United States (a meeting in the Oval Office)...unless some things that benefited Donald Trump were done.

Without a doubt. They just can't handle losing. They want power, the power to make this great Republic a socialist country.
