His investigation was limited........everybody knows that already..........except YOU evidently. The ONLY thing he COULD determine was what
he was given the task TO determine..........which was "the origins of the FISA stuff".
He determined the opening case was justified based on the info that he had.

He stated that it was appropriate to then hand off his findings to the AG..........who has waaaaaaaaaaaay more info and evidence than
the IG would have been able to collect.
