There was a moment when RUSADA (the Russian Doping Agency) promised to co-operate with WADA (the World equivalent), and then the government stepped in. There are coaches who have been given life bans in athletics, who just get re-employed by the sports body. They routinely stick two fingers up to sports in the rest of the world, and then complain bitterly the world's against them. The real problem now is how many will be allowed to compete as ANA's (authorised neutral athletes)?
