    My city house, circa 1994, had the first generation low-flows and I was wearing out toilet augers. You could flush 100 times and they would still clog. I replaced them all about 2000 with improved low-flows and no problems since. However we've gotten used to multiple flushes for #2. Mainly to keep the stink down. I'd say 3-4 times for a crap. No water saved unless its a #2.

    When I built my mountain house in 2005 I bought low flows that have been tested to flush something like 27 golf balls. I'm still uncertain why anyone would want to flush golf balls.
