An IG can only report on what he sees and hears directly from any persons possibly involved in certain activities. An IG can not investigate
further or deeper. If an IG for instance asks a person, "Are you biased?" and that person tells him, "No" then an IG will report that the person
is not biased. He does not draw conclusions.
He will not say, "This person lied" or "I could tell that this person must be lying." Those would be conclusions.
All any IG can do is collect information on what someone tells him or shows him. He can not go looking for corroborating witnesses, go to
far away places, seek out verification for any hunches he might have, etc. He has limited power.
All of that investigating activity is handled by lawyers. In this case, Barr & Durham.

I hope this clears up the difference between what an IG does vs what the attorneys do.

Wrong. He can ask a person if he is biased, and report: "Person B states that he is not biased." He cannot report that Person B is not biased as a matter of fact, because he has no way of determining if Person B is or is not biased.
