    I don't know about exoneration or refusal to remove, but what does it mean when the House can't come up with a legitimate argument to support impeachment, censure, or even wrist slapping......

    He is not guilty of anything until that happens. I think it is very unlikely a former president would be charged for criminal activities after he leaves office.

    It seems unlikely if they can't get a 2/3 vote to convict in an impeachment trial they cannot get a unanimous verdict in a criminal trial.
