Do you have any idea why that Saudi was here? It is due to IMET (International Military Education & Training). We train foreign military to use the military hardware (and software) that we sell them. Generally the training starts a year or two after the sale and can last for years. This particular Saudi started his training here in 2017. That means he was here learning how to use military hardware that Obama sold the Saudi's. And he sold a lot. More than any other President.
