Well it's hard to talk about whether low flow toilets are what the complaint is or not without saying they can handle the job. If you think you need more it's a semi-easy install for one of those multi-flow valves. I think they were already mentioned though so I don't have much to add. I can do some plumbing but I'm no pro.
