    no......the only way they can enforce a subpoena is to ask the judicial branch to do it........since they did not apply to the courts to enforce the subpoena (knowing it would not do so unless the House voted) they cannot sustain a case of contempt or obstruction.......the executive branch ignored no court orders......

    Do you not see Congressional power plus a co equal branch of government involved in the above?
