Testifying as an active duty military officer requires Army Service uniform*. In fact one must receive specific permission on each occasion not to do so. With some high level appointees, a dress suit is used when the person is not acting in their official capacity but as a representative of the administration.
LTC* Vindman is only attached to the NSC because he is acting in his official capacity under military orders. Therefore his uniform is appropriate for his testimony.
LtCol* Oliver North was famous for doing the same thing and some of his detractors said it was unseemly because North at the time was admitting to illegal acts. But he, too had the authority to wear the uniform at the time.
The president is leading a coordinated effort, repeating any and all criticisms he hears on Fox news so that his supporters can repeat whatever baseless and disgusting attack he makes against those giving testimony.
It is part of an effort of intimidation and coercion that shows the lack of any shred of decency left, if there ever was any, and the depths of depravity some are willing to go to who repeat such. The personal attacks Trump uses, but he’s rarely stooped so low to show his hypocrisy toward military personnel acting honorably while pardoning those who commit acts most Americans regard as war crimes.
