Nope, not saying that at all. Both of these families are transplants to Louisiana. One from Indiana, the other from Washington (state of). They're all in their 40s and got their degrees 20+ yrs. ago. My son has been there since 2009. He served in the Navy and was hired on to the Entergy plant in Baton Rouge. His wife teaches. Both have BS degrees in engineering; he also has a masters; she has a masters in business. They were already doing very well when they moved. Same with the in-laws. He's a museum director; she works for a non-profit. It's difficult to find a good-paying job in the state unless you are highly-educated and/or in the energy industry.
