You ask dumb questions. California has the nation's highest poverty rate according to the Census Bureau. Why ask about LA when there are states with higher poverty rates? You and I both know it is just an attempt to denigrate people from one region of the country because of bigotry. Hate and intolerance have no place in a civil society.

Education isn't highly valued in the home grown goober class of people in the south

That is probably true for some people, particularly the ultra religious who are often fearful of the threat that education poses to their religious beliefs. Most people though want their kids to do better than they did. However, that's an uphill climb if you live in an area where the tax base doesn't support the hiring of excellent teachers and/or the infrastructure of learning -- up-to-date textbooks, computers, Internet, enriching extracurricular activities other than sports. Poverty often does beget more poverty.
