More expensive gas means people tend to buy more fuel efficient vehicles, drive less or take public transit if it's an option. But of course politicians won't say they want higher gas prices because it doesn't play well with many voters so they speak out of both sides of their by saying we need to address global warming but want cheap gas as well. And that's what Newsom is doing here.

But buying less gas leads to reduced gas tax revenue leaving to less funds for roads and forced investment into public transit and clean energy. Call that getting screwed by success . . . LOL
