It does not work that way. there have been many impeachments throughout history. Most have been for judges. None of them had a vote first. There is simply no requirement for a vote. It is absolutely not a requirement. Pelosi stated it is a formal impeachment investigation.
You are asking for 2 votes. .Vote in the beginning before you have investigated and then vote intelligently once the evidence is gathered.

Traditionally, when considering impeachment of an executive branch official, up to and including the president of the United States, the House of Representatives will vote to formally open proceedings. It has done this three times in recent history.
