The Constitution does not require a vote to start an investigation--only to impeach. They don't impeach yet because they have just started their investigation and need enough evidence to justify an impeachment.

They probably don't vote to start the process because a lot of members do not want to go on record and/or they might not get enough votes to proceed hoping additional evidence will sway more members.

It's really quite simple. You can't start investigating through a partisan effort. Impeachment only occurs if there is bi-partisan agreement.
