The US was supposed to give 250 million in military aid to the Ukraine. The whistleblower says he heard Trump make the aid contingent on whether the Ukraine does an investigation of Trump's political rival Biden. That is absolutely not allowed.
The whistleblower was there and was appalled. He thought it was so bad that he wanted to notify Congress, which is his right and duty. The process is to notify the IG of his intent. The IG agreed and wanted to send it along. The law says if he wishes to send the message, the IG SHALL do it. Trumps's Justice dept is illegally blocking the message. They do not want Trump's illegal act reaching Congress. The law means nothing to these guys.
