Eastern European militaries that are upgrading remove the receivers, melt them down, and sell the remainder of the units to wholesalers who then sell them worldwide. Some other company manufacturers a receiver that is incomplete. If you're smart and handy with tools you can make a fully automatic AK-74 for under $400.

The auto function mechanism is very cool, like a heavy duty clock part. I keep those parts in my safe, at a separate address, so as not to run afoul of that law...
