Simple. The tax cut applied to everybody including those who actually paid higher taxes due to changes in some deductions. It did not forgive someone of a debt obligation they undertook when they got the loan. It forgives the debt for an entitled group of college students who think they should not have to pay for a share of their own education. They should pay their fair share.

If you sign on the line to obtain a student loan, pay your loan, don’t expect taxpayers who do pay their loans, to pay for yours.
Taxpayers who do not attend college should never have to pay for those who do.
The anti-Semite has a Smithsonian conflict if she expects taxpayers to pay her loan.

True, the bottom 40% owe virtually no taxes and get up to $5,000 in Earned Income Tax Credit. The top 50% pay 96% of all federal income taxes. The top 20% pay the highest percentage of taxes.
So, taxes are not equal. But, they apply to everyone equally who has the same income data. Obama raised taxes on those over $400,000 and that was not equal, either, but it applied equally to everyone with the same income data.
Reducing future tax rates is not the same as forgiving a debt that someone else has to pay. Lower taxes does not make anybody pay for what somebody else owes except those who already pay most of the federal taxes when they have to pay for the interest on the additional debt we would incur when the government has to pay for those student loans.
