there are lots of reasons -hot rhetoric and lacking imagination caused Obama to just ignore Kim
( his policy of "strategic patience" ) and not engage.
Plus there is the history of NK using talks for empty promises.

But the BIG THREAT to USA is ICBM's.. they are NOT testing now. The rhetoric has cooled a bit
