    They are paying for those programs because there is no cap on the taxable income for them.

    Free college and forgiving student loans (free money) are the programs I mentioned and will not be paid by the payroll tax.

    Clinton spent $700 million on her campaign but total spending on behalf of her candidacy was over $1.1 billion.

    Government revenue is measured in terms of fiscal year. You are using calendar year.

    And whether or not it is measured in terms of the fiscal year doesn't change the fact that the first 12 months of the Russia Tax Cut saw less revenue than the 12 months prior to it.
