    Indeed a tragedy... from reading the article, the owner is responsible for her death;(
    Your link isn't "current", however....many places are lifting bans. Breed or type specific legislation is not the answer...
    Successful rescues /placements here every single day...every type, every breed, every situation you can imagine...
