    The talons hold golf clubs and cash.
    The eagle is two headed
    The seal reads (in Spanish) “45 is a puppet”
    The crest is a squarer shape, more like Russia’s.

    I believe the double headed eagle is the current logo for Russian FSB, making the practical joke even more witty, calculated, and derisive.
