Mueller asks for aide to appear as witness during hearings

WASHINGTON -- Robert S. Mueller III has asked that his longtime right-hand aide be sworn in as a witness during Wednesday's hearing with the House Judiciary Committee about the special counsel's investigation, according to congressional officials familiar with the request.
Democrats have yet to agree to the request, and Mr. Mueller is the only witness listed for the hearing, according to a committee spokesman. It was unclear if Mr. Mueller had made a similar request to the House Intelligence Committee, the panel holding the second of two highly anticipated hearings on Wednesday where Mr. Mueller is scheduled to testify.
If the aide, Aaron Zebley, were to take an oath to testify, he could be questioned by lawmakers on the panel, taking pressure off Mr. Mueller to respond to questions he may not be able or want to answer. But his presence would upend carefully laid plans by Democrats and Republicans over how to use their scant time with Mr. Mueller, a reluctant witness known for his concision while under oath.

This wont cause anyone to worry because the DOJ has already set guidelines for the testimony. Mueller and the aide must remain within the boundaries of the public, redacted version of report. The testimonies will remain within the boundaries of the report because matters within the scope of the investigation is covered by executive privilege. Like including information protected by law enforcement, deliberative process, attorney work product, and presidential communications privileges.

Russia is determined to interfere in U.S. elections, including in 2020, FBI Director Christopher Wray told the Senate Judiciary Committee in a hearing Tuesday. Sanctions and other measures have not deterred Vladimir Putin, he said.
"The Russians are absolutely intent on trying to interfere with our elections," he told senators. "Everything we've done against Russia has not deterred them enough?" asked Chairman Lindsey Graham. "All the sanctions, all the talk, they're still at it?" Wray reiterated his point in response: "Yes. My view is until they stop they haven't been deterred enough."

They both have to stay within the boundaries of executive privilege which is the power of the president of the United States and other members of the executive branch of the United States Government to resist certain subpoenas and other interventions by the legislative and judicial branches of government in pursuit of information or personnel relating to confidential. In short they will ask. Witnesses must respond accordingly. Plus, in reading the story no one is certain of the aide's role during the testimony.

CNN reported that Zebley would appear next to Mueller as a counsel at the hearing, citing a source on the House Judiciary Committee. Politico similarly reported that Zebley would appear as Mueller’s counsel at the hearing."
